If you're new in SFI and new to marketing, etc., how can you help a new PSA who needs guidance?

You have a sponsor and hopefully he or she is guiding you. You can basically copy that guidance and do the same with your PSA's
If something comes up that your sponsor did not help you with you can ask him or her for help. If they can't help you you can ask your co-sponsor.
You can also ask the question in the forum or somebody might've already asked it and then you can read all the answers there.
You also have Ask Gery available to you if you get stuck and do yourself a favor - take a tour of the sitemap. You will learn so much there that you will have all the confidence in the world to be a great supporter.
Go back to your Launchpad lessons - you will find a lot of answers there. SFI is great because it gives you all the tools you need for free and you learn as you go. If you put in the effort and the time you will soon know a lot more than now. Don't doubt yourself - you will find a way to help and guide your PSA's while you learn too.

What's best for team building...doing my own advertising or buying PSAs?

As far as I am concerned there is no difference. Whether you advertise or buy PSA's you are shooting in the dark. You can have a hit and get a lot of active PSA from either one or both or it can bring you nothing you can have a hundred PSA's and maybe 1 active PSA. There are no guarantees.
My suggestion would be - do both. You can buy the PSA's and advertise only where you can do it for free, that way you do not spend money on both. Keep track of where you advertised and how many sign ups you get and stick to the best sites.
I am always trying to find a positive in any situation and here is my positive in a big team with no active sign ups. You can still earn VP when you send out your weekly Team mail. If you have no team you cannot send out that mail and you can not earn the VP 30 VP x 4 weeks - it's worth it to keep you going till you have some working team members.

How do I get my sponsor to notice me and provide guidance?

Your sponsor would've received a notice that you are now on their team and that should be their first clue to your existence. Maybe your sponsor missed your arrival on their team for some reason. (Let's be fair - they could've been on holiday and came back to a thousand mails and did not get to the notification yet,)
As soon as you join and you do anything to earn VP you would appear on their movers tab - that would be their second clue - but they still do not sit up and acknowledge you (this is very bad but don't take out the club and hit them over the head yet)
Now you can click on their name and go and send them an e-mail or a message on their leadership page. Introduce yourself and ask them to help you.
Once you tried all of these you can log a ticket - maybe support knows something you don't. You can do a post on stream and ask your sponsor by name to help you. (this is actually name and shame because now everybody will know your sponsor is useless)
The best advice I can give you - do your thing and build your business without your sponsor. Ask questions at the forum, read, read and read some more and learn all you need to know. The only thing that bothers me when you are successful without help of your sponsor is that you are generating income for him or her as well - income they do not deserve.
As a last remark I would hope we do not have sponsors like that here.

What is the most effective strategy for reassigning people in your downline?

I follow a strategy that seems the most logical to me.
1. I re-assign people to my workers as a way to acknowledge their hard work.
I assign as reward, not incentive.
2. If it is possible I re-assign people to workers that speaks the same language or
live on the same continent at least. The reason behind this is that they might
get an inactive affiliate to become active because they can help him or her in
his own language and they face similar problems and obstacles.
3. There are rules and regulations around reassigning affiliates - so you have to work
and plan your strategy around that.
4. Think about your actions - how will it benefit you? How will it benefit the person
you are reassigning to? and how will it benefit the person you are reassigning?
If there is no benefit to anybody - why do it?
5. I will not easily reassign my hardest workers because I know how much I do to help
them and I don't know if the next person will do the same. I will only do that if I
have absolute faith that the person I am reassigning them to will help and support
them as much or even more as I do.

What are the best ways to get AVP (Action VersaPoints)?

I will imagine most of the answers on this question would be the same but I want to give it a shot and answer it as simple as possible.
The most direct way would be to visit your red tabs every day - do not skip a day if it is possible.
Go through your to-do list on a daily basis and click on everything you can click on to make sure it is not points you missed
If you can - place a standard order
Do not forget that you can also earn through your downline - so support them and help them to succeed and you will benefit from it too.
Have fun and play the games - if you play T-time you can win T credits which you can use to place bids, download music etc and earn more VP

As I build my downline, what are the common mistakes I need to avoid?

I think the biggest mistake you can make is to give up on inactive affiliates. I was assigned inactive affiliates but I kept on sending mails - and eventually I got somebody to give it another try.
It would also be a mistake to write a book when you contact your downline - keep it short and sweet but encouraging.
Help them but do not do everything for them - teach them to do for themselves.

The one thing about the internet is great and very bad at the same time - it is faceless.
You can be whatever you want to be, whoever you want to be. Have you ever thought about what you would like to be if you were not shy?
I was a painfully shy child and teenager. I used to look at the other kids and see something I would love as part of my personality. I am a dreamer - so I would have these daydreams that I am not shy but sparkling and a people magnet. I used to see myself walking into a room full of people and immediately becoming the centre of attention.
After school I made a decision to fake it till I make it. I simply acted as if I was not shy. Eventually I realized it was not my shyness that held me back, it was confidence. I also realized that people have always been drawn to me - but not because of my sparkling personality but because I am a good listener (because I was shy and did not have the confidence to speak I listened and that was a great side effect)
It is OK to be shy but are you shy in every aspect of your life? If you are good at something you will have confidence and you will notice when confidence walks in shyness takes a hike. If you are not good at approaching people and selling to them the internet is the perfect place to do so. When you place an advertisement most of the people that sees it is not going to react, they are going to reject the idea but you won't even know it - all you will know is the people that reacted and who is interested to hear what you have to say / sell to them. Even then you still do not talk to them face to face. You can be the best salesperson in the world.
As far as the internet savvy is concerned - you will learn what you need to know. When I bought my 1st desktop the guy that delivered it had to set it up for me and then he had to show me how to start it!! Today I can help myself but there is so much more to learn and as soon as I think I know it all it turns out while I was learning this there were 10 more developments that took place and it will keep on happening because the internet changes all the time as IT developers develop new technology. Even a new state of the art laptop is outdated before the warranty expires.
Do not be scared to play around to learn skills and your shyness is not valid when you sit behind your computer - then you are THE ONE + a little extra.
Even the OROS man can sell himself as Mr World over the internet.

What should I do with PSAs who do not want to recruit affiliates or otherwise engage in duplication?

Hmm - interesting question.
I would first find out why they do not want to recruit affiliates or engage in duplication.
Maybe they do not have money to advertise to recruit affiliates - offer them some websites and ways where they can advertise for free. If it is possible for you to do so - offer to put them on a co-op you manage for a month (for free)
Are they are shy and they can not talk to people face to face about it, even if it is family and friends? Let them stay anonymous and do it online by placing adverts or put a flyer up at the supermarket or community center.
I would also ask them how they plan to make money on SFI if they do not have a team.
They might be very good at selling - so maybe they are just concentrating on sales - they will still be making money - possibly more than they can make concentrating on supporting a team.
When you know about their intentions and plans - just support them and be available should they change their minds and decide to recruit and duplicate after all.

I love this question because it is so easy to answer.
We are spoiled for choice as to where and how to get answers about SFI. You can do a lot of reading when you have the time or you can ask questions if you need a quick answer or simple explanation.
1. Start by reading the Launchpad lessons and SFI basics.
2. Read all the information on your red tabs and make sure you understand it.
3. Right here where you asked your question - Ask SC
4. The Forum is a mine of information and also a place to get answers fast.
5. On the black bar under each heading there are lists to choose from.
On the pages you choose you will often find links to follow for more info
6. You can ask Gery.
7. Your sponsor, co-sponsor and the rest of your up line.
8. The Affiliate Center on SFI and the Member Center on TripleClicks.
There are so many places and ways I probably left some out. Go to the Site map and start clicking and reading. It is amazing how one page will lead you to another and you get answers to questions you might have.
Have fun with all the learning. Read, watch videos and make full use of everything SFI has to offer.

How do we know if our PSAs and CSAs are serious about building a successful SFI business?

I would say if they show up on your movers list every day they are serious. Why would they go through all that trouble to earn the daily VP if they were not serious?
I don't think you can measure it by the amount of money they spent - they might not have money to spend but they are as serious as a heart attack to earn money - even if it takes them longer. They might not move and grow their business as fast as somebody with money to spend but they are moving towards earning money.
If you can see they are trying and it is possible for you to do so - send them gift certificates or t-credits to help them along the way.
Encourage them to play games to earn T-credits that they can use to earn more VP. I would say somebody that does not log in every day is not that serious - but they might not be worried about the streak badges and have a standing order to keep them qualifying as EA's
