The question is, 'advise to those who want to pursue this business but have limited time'.
I as an EA, my advise to such potential person will be:
1) congratulation for wanting to be a potential affiliate of SFI;
2) if you have only limited time, just keep a Standing Order of 1500 VPs, I recommend for S builder co-op - then SFI will retain your EA status and u may get lots of sign ups and your team will build like the Roman empire. this is akin to auto pilot system and mean while you can continue doing your on-going job;
3) be a WAVE member
4) within the limited time, join the daily grand drawing at times to avail worthwhile prizes!

Among the popular Standing Order items (IAHBE, S-Builder, TCredits), which is best and why?

I think the type of SO items depends on your available time and affordability.
If you can spare adequate time to participate in auctions, then Tcredits would be the best SO item. with it one can join in pricebender auctions and there is possibility to win anything you like including IAHBE and S-builder. besides these, it can be used to sale ones stuffs online and also reward hard working PSAs.
However if your time is precious than bidding in auctions, then SO of S-builder would be certainly a great decision. because sponsoring and duplication is a vital factor to succeed and build your empire in this business and S-builder does that for you.
with regard to IAHBE, my opinion is that it is very resourceful with freebies, but you again need time and money to explore its vast benefits. Having said that the resources available in SFI itself it substantial and comprehensive enough, but not to undermine IAHBE.

Which is more effective--paid or free advertising--and why?

free advertising will give you 'free' returns; when I say free returns I mean it literally (nothing to earn). whereas paid advertisement will pay you some returns.
life is a give and take affair; the way you advertise explains the seriousness of your advertisement. For instance just explore through some of the sponsoring and referring methods. some methods are free but for some there is a price tag on it. methods that have price tag seem to have wider coverage of potential members/customers. advertisement through email goes only to people in your contact list.
even the prizes that you win in SFI comes at a cost!
