You can tell your team that VersaPoints are points awarded to affiliates for a variety of actions, as outlined on the VP Ledger. The more points we earn each month, the higher our SFI commissions can go. Tell them that, VersaPoints helps us to qualify for our ranks/levels for each and every month. They also help TC/SFI to calculate our earning at TripleClicks executive Pool. We get benefits and bonuses through them every month. So all in all, the points we earned last month qualified us for last month. We won't get paid for them this month. We only get paid once for those VersaPoints, so we don't need them for the present month.
So for TC/SFI to be able to calculate everything for the present month, we all need to start from zero and re-qualify for the present month, since we can not be paid this month for work we did last month.

Yes, you should try to recruit people to become SFI affiliates when they are not English speakers/readers. SFI is an online business and is global. That means it is for everyone.

Language was a barrier long ago. Since technology is advancing, language is not a barrier anymore. That barrier has been removed with a greatest excess of free online translation programs. Although far from perfect, these programs can help you communicate with team members in countries around the world. SFI has a translate at the bottom of its pages. You can just chose your language, then he whole page is translated.
There are many free online translators. These programs are simple to use and they allow you to simply cut and paste your text into a special window and translate with the click of a button.
SFI also has an a2a program. Your PSAs can become friends with people from their own region or of the same language. That can help them a great deal if they don't speak , read or understand English.

Now since you want to know which is better, I will say locally is better.
Since you want to know 'why', I'll say - You can make a big strong local group and recruit shops. Buy your daily products locally and get AVPs, MRPs, CVs and save on shipping fees. (This is what I'm planning to do).
I'll give more reasons as follows:
* It is easy to recruit a person that you can talk to face to face than a person on internet.
*It is easy to do follow ups and encourage on local people than on internet, especially face to face.
* You can arrange and meet, then show them things and help them with problem than on internet.
* You can meet and plan strategies together.
* You can meet, encourage and go together on recruiting.
* You will end up getting people who will join you without recruiting them, etc

Limited access to a computer is not an obstacle. As long as your affiliate is willing to run the business, there are many ways to run it. You can help them by sending them everything; messages, wmails, etc as you are sending other affiliates. They can receive that when they are online.
The affiliate can use phones, libraries and/or internet cafe, depending on which one they can access easy. The business does not need many hours to work on your computer. They can download fyers and other stuff then use them offline.
To promote and/or recruit for their business they can use face to face, warm market, distribute flyers, etc.
