I'd say you should try to recruit everyone. Language is not a barrier because this is a global business with lots of language-related tools to help each and every one of us understand and succeed.

Train them to make a routine or daily schedule before going to an accessible computer outlet so that they can maximize the load of work that they can do because it is necessary for their sake taking into account the limited access that they do have. By doing this routine/daily schedule prepared ahead of time will limit the chances of them missing any activity that they should have made.

I would like to believe that what you mean by the word 'approach' here is the manner of how you are going to market or introduce your business to prospective ECAs. If that is so, my answer is yes. One of the reason being every country/region has its unique trait/personality, if you might say it that way. It's like the saying, "Different strokes for different folks." Learn the lingo, culture of the country/region that you intend to approach so that they may be more accepting to your proposal. So, I guess it is better to customize your approach to better get a more positive response.
