I think as a sponsor is your duty to tell to new members about all the advantages Fast-Track offers,to tell the price of the packet,to tell the packet comes with some offers,this doesn't mean you oblige a new PSA,is his option to choose.
You must tell to your new PSA, he or she can receive 10% shares in the Executive Pool,also you must tell as to earn Fast-Track Bonus Shares requires that you are at least an EA (Executive Affiliate) and account for a minimum of $20 in sales and/or purchases.
In my letters to new PSA I wrote:

* For whitelisting

Generate a minimum of $20 USD in sales and/or purchases within your first 10 days in SFI. ( For Silver Fast Track)
Or
Set up a Standing Order for 1500 VP ( For Gold Fast Track and immediate achieve EA2 rank )
All this in the first TEN days from membership sign up.
In private when I've talked with a new PSA I've explained more,but if you see the new PSA seems no interested don't insist,just tell him,write in your weeklly letter,just do your duty.
