Reassigning can be helpful when a PSA is working hard but his efforts aren't very effective.. Give him some PSA's so he already has a team to lead so he won't quit..
Reassign some PSA's when you need a few more VP's to achieve (next) level VP's
(just make sure you assign PSA's who made over 600 VP's in the last 90 days)
It is all just a big puzzle and as long as you enjoy what you do you will become successful no matter HOW and HOW MUCH you reassign..
