Embrace them!
Now you have people on your list that signed up and have not done too much. It's time to get creative.
You have the opportunity to experiment with subject lines, content, formatting the content, closing your email, adding attachments to it, offering reports, eBooks, or videos, and any other ideas you have. This is your "laboratory" (along with your inactive PSAs).
These are people who have signed up and are not doing anything now. Your goal is to get them to open your email, read the content, and do whatever action you have asked them to do. When you write to them, be sure to include an action step for them to do. That is your test. When they DO it, you know that they have opened, read, and done an action step. So that particular sequence of content (subject line, content, action step) worked at least once. Now you have learned something.
Enjoy your laboratory! Use it to refine your persuasion. It will improve your marketing skills, as well as your motivating skills.
Mainly, have fun with this. You will grow yourself, and maybe even get a few active CSAs and PSAs as a reward for improving your skills.
