My follow up emails that has yielded me results are:
1. My Warm welcome letter at their home page. This is what they see when they first sign.
This sets them up for a good start and i've found out that most began well.
2. This is to teach them about the fast tracker and its benefits, the time limit and the extension. Many had the eager to do so.
To some i give 10GC to assist them.
3. I teach them about how the system works and the different Ways that they can earn.

To be effective, you need to be a winner yourself.
You can't tell your team to go for what you yourself have not achieved.
When i saw that my sponsor had won 2 of the contest, it gingered me to win mine. When i won last summer, my sponsor won Level 5 and won again the winter. Your question is two in 1: when and how.
To answer number 1, when. It all depends on you. When is a time factor.
Secondly, it depends on what your goals and when you want it accomplished e.g you may tell yourself that i want to make $3,500/mth or i want to be a DTL or PTL or raise 100 active PSAs or 6,000 EA2s down your line. It all depends on what you want and the timing you want it accomplished and sustainable.

1. Being a successful leader. Nobody follows a failure. This is the pivot of everything.Your success will speak in your earnings as well as your badges and what you've won in the business. That is what they will want to see first. This is the yardstick that'l demonstrate your leading example.

The ways to help them benefit is to
1. Share the benefits with them in our stream post etc.
2. Teach them to advertize via free and paid advertising sites citing good ones to them if possible.
3. Use of Traffic exchange websites giving them the Top 10 of those sites. Reasons for giving them the names of these websites is because they are new to the internet.
4. Warm marketing technique: This is the technique that one of my PSA's used to become a Wave Maker.

i would answer your first question, how often?
I would suggest as often as it is necessary and needed. Why? Because, new challenges or improvements or help might be needed by your CSAs. Some might be in groups or as individuals.
As a group, once a week is advisable to avoid information overload. Then depending on your CSA's individual performance, it'l require consistent communication especially if the individual CSA was once inactive and now its active and wants to learn. Such

2. Begin to raise EA2s and Team Leaders.
3. Look for serious and committed members.
4. Train your team members to become active members.

You can't control the human will.
2. Show and let them know the benefits that is attached in becoming an EA2. This will give them a desire and focus to pursue it as a goal.
