You basically have two choices there:
1) Promote them into the ECA Program while simultaneously getting them up and running on the Internet
2) Market their products through your own ECA business and show them what can be done - believe me, if you start selling their products internationally, they are going to get very interested in what you are doing
This is a quite common situation in third world countries where a lot of people make products for sale in the local markets, but have no idea how to expand into the international arena. You could do them and yourself a huge favor. Not only that, you can take it on to see that local arts and crafts are well represented in TripleClicks.
