You asking how long should you be keeping in touch with your inactive PSA/CSAs? Its a good question especially considering that the secret to substantial residual income here at SFI is duplication. Duplication means you have to clone yourself by introducing others to SFI and start teaching them what you do to earn so they can earn too. It really becomes frustrating when your down line is inactive, be it PSAs or CSAs.

1. There are a lot of ways in which a PSA can join SFI, it can either be your warm market, online and offline advertising. Its unlikely that people you personally invited will become inactive especially when you are an active successful sponsor. Affiliates will always do what you do, for example if you become fast track, its easy to suggest it to your PSAs. I suggest you constantly keep in touch with these people as long as they are still in your genealogy. Those inspirational messages can awaken a sleeping PSA who might be your 1 of your 5 PLTs when you finally go Diamond and you will if you don't give up!
2. Other CSAs are assigned to you as you reach EA qualification increasing in number as you improve team leader status. Some PSAs from spin and win and any other methods applicable here at SFI. You don't personally know these people but you are their sponsor and they look up to you for directions. You need to keep motivating them as well and remember to work with the workers because some people join SFI thinking its a money machine that will make them reach overnight yet this is actually a business that needs time,commitment and investing just like in any other business. Some will end up just by signing up but will never go above the green line, these might have found SFI not to be what they wanted and as a result would not come back. But with a strategic constant inspiration, you can awaken that hybernating PLT
3. Some down lines are made from Affiiliates from PSAs to Go and S-Builder with requires some little investment of your money here. Both PSAs from S-Builder and PSAs to Go are not guaranteed that they will instantly become active but you hope that as soon as they understand the How it works part, they will become super active because these are people who joined from professional adverts from companies working with SFI. For any reason, if they decide to be inactive, you don't want to loose them so keep those messages coming just like with your active members.
Conclusion is that you don't give up easily on an affiliate, their reasons may differ for inactivity
but try to show them the benefits of SFI without annoying them. Knowing how they joined your group is also important and that information is found in the Genealogy or Affiliate Manager

You should never give up on your inactive team members! Include them in your team email. If your team member was active but then dropped off, there may be a good reason. Don't judge or put pressure on them, but do let them know that you miss them and ask if they need help. You can send them an ecard or an email.
I agree that you should work with your workers but you never know when an inactive team member may turn into the best worker you have with the right encouragement.

I send weekly TeamMails to all my PSAs/CSAs whether they are active or inactive.

I send e-cards to welcome my PSAs/CSAs. I also send them when they win the Daily Grand or reach Fast-Track, EA, or another milestone.

Since SFI only deletes someone after a year has passed, my answer to the time that must pass before you give up on a PSA/CSA would be one year or until they op-out.

I usually give them 30 days before I stop sending them emails.

After that you can put your inactive CSAs that are not from your country into the CSA exchange, and you can reassign your inactive PSAs to your new active PSAs so that they can complete their PSA Mailer Weekly Action.

An awesome sponsor should be more than a Sponsor, Co-Team member or Team Leader.
When a new PSA is assigned, the sponsor must learn to develop mutual trust and respect.
He must present a warm welcome
Provide support, encouragement, and guidance to your team.
Help them to accumulate 1,500 VersaPoints to become EA and above.
There are many ways in which people get motivated but in the case of SFI, I would say if you want to encourage motivation in your team then:
If you also take part in the forum debates, your team members will be motivated by your presence.
Here are the steps that I communicate to them after welcoming them to the team:
1) It's important to do these steps first, if you have not started doing them already.
a) The "Start"
b) The "Basics"
c) Start your To-Do List.
Encourage them to play free EZ games.
Seek financial help from my up line team.
Encourage them to do daily, weekly and monthly activities

"Pursue" is maybe too strong a word, because you surely do not want your PSAs and CSAs to feel pursued. Joking aside, I think that you should contact them every week with a uplifting and positive message for at least a year, unless they block you or ask not to be contacted. Starting with a preposition that they signed up for a real reason other than just clicking, and just think of the thousands of reasons why they are inactive, I am sure that one, albeit small percent of them will become active in a due time.

Simplest answer of your question may be as for as they are your PSA/CSA,you are not suppose to give up on them,after all they are your prospect,giving up on them means giving up your efforts to achieve your aim. We should always curb the tendency of thinking of giving up our efforts.There are some questions,specific answer is difficult to find like mathematics 2+2=4, you cannot make any hard and fast rule about it. Many tangible/intangible factors are involved on both sides.Here come your intellect,aptitude,IQ level, instinct and even your luck to deal the issues making your future bright. Nobody would give you the dead line to give up your prospects.Until unless they are your babies you got to take care of them. No need of thinking on the line of giving up. We should perform like in the line of duty,during duty we cannot think of giving up. I admit sometime one stage comes when disappointment prevails but if you are determined and consistent sooner or later you would achieve your aim to succeed. Generally it is observed in almost every team there would be hardly 1% or even less bright and shinning affiliates. You can take horse to the water point but cannot force to drink,thus we should not stop our efforts rest is their luck. Keep on searching the occasions to send them E-cards and mails.They otherwise would be receiving your weekly mails,if you are doing daily task regularly. Never ever let them feel,you are tired or lethargic to the extent that thinking of giving up on them. Hi, regarding your question on how long you should pursue inactive affiliates. In my opinion as long as you see their names in your Geneology list then you still include them in your emails. You still send them e cards to remind them that SFI is still open for them.
Keep doing this up until the system deletes them from In activity. You may never know, one they they might snap out of their slumber and start working or their account in SFI.
Just keep them posted on what is happening.
For those who opted out you should stop immediately.

There will never be a specific time as some of your affiliates will become active after a certain amount of time and others might never become active. I would suggest only sending PSA/CSA mails to them every week as it has been shown that a lot of affiliates use other email addresses and not there primary email address, so don't spend to much time sending emails, but never stop to pursue affiliates.

So long as your email to them still delivers, I'd say pursue them. Two years, three years, keep pursuing them. Eventually, one may break through their barriers and make some sense to them and reactivate them.
The reason some people go inactive should be taken into consideration too. Some are inactive because they come in expecting easy money and see that the reality is a bit different. Some become inactive because they cannot quite understand d program. Others are just overwhelmed with the amount of information available.
It is therefore important to understand and be patient. Keep sending them messages. Eventually, one person may decide he likes the program Afterall.
