Yes. You can assist your personally referred ECAs to open their stores and to list their various products. You should be able to assist them from the scratch. First, you can help them to apply for an ECA License in TripleClicks and complete the formalities. Once the preliminary formalities are over, then you can assist them more by following ways.

1) Guide them to find right products for sale on their ECAs
2) Assist them in choosing the fast moving items
3) Help them to fix

I was lucky to find an A2A friend who was running a successful ECA store. I had assistance to list my first items and then I realized I had an opportunity to list products for businesses and other affiliates. By having an ECA store myself I am able to offer assistance to my team to help them with their ECA store and recruiting ECAs including helping them list their first item. It is not as complex as it might first appear;)

Some will not be comfortable with shipping internationally so

Yes, you should assist them, because any sales from your personally referred ECA's will give you 10 % commission, that too for your life time.

Once you referred your ECA to TC store, SFI will take care of setting up a store. But selection of products is the crucial stage, there you can analyze the products already listed in TC store and you can choose product in such a way that it should be innovative, new and it should have global customer. Because products listed in TC store is accessed

I believe it is a good idea to help make suggestions, however, if you are not an ECA yet it would be wise to setup your own store. This way you can understand the process and be able to answer any questions they may have.
The best way to make good suggestions and really help your ECA succeed is to have your own hands on experience. Personally, I did not build my ECA store until my 6th month in, and I am still experimenting with what will work.
It is also a good idea to just be there to

1) You'll be more effective if you have "benefit statements" when communicating with prospective ECAs. One of the best things you can do is stress that you have a documented system of getting up and running as an SFI ECA. Your system will minimize the ECAs startup challenges and therefore help

Since your are more familiar with the system, you can help the entrepreneur owner the proper link pages in the system where he would list his item.
